Regulation approved allowing feeds of animal origin in non-ruminants
7 June 2024. The Council of Ministers approved on 21 May 2024 a Royal Decree (RD) for the application in Spain of European Union (EU) regulations on the feeding of farm animals with certain feeds of animal origin.
This Royal Decree 496/2024, of 21 May, laying down provisions for the application in Spain of European Union regulations on the feeding of farm animals with certain feeds of animal origin, will allow operators to continue with their current activities and facilitates actions relating to the cleaning of vehicles to provide greater assurance of compliance with animal health and animal feed regulations.
On 18 August 2021, the Official Journal of the European Union (OJEU) published Commission Regulation (EU) 2021/1372, amending the conditions of the prohibition on feeding non-ruminant farm animals, other than fur animals, with certain proteins of animal origin.
The new Royal Decree 496/2024 permits the use of processed animal proteins derived from swine in poultry feed and the use of processed animal proteins derived from poultry in swine feed.
Furthermore, the European regulation also enables the use of processed animal proteins derived from farmed insects in swine and poultry feed, and establishes for this purpose the requirements for collection, transport and processing, as well as self-checks throughout the manufacturing process.
This RD enables the establishment of certain exemptions that may be applied in Spain, subject to prior authorisation by the competent authority, and shall apply to the following activities:
1. Transport of feed materials and compound feedingstuffs.
2. Production of compound feedingstuffs for non-ruminant farm animals.
3. Production and use of blood products derived from non-ruminant animals for the feeding of non-ruminant farm animals other than fur animals.
4. Production, marketing and use of milk replacers containing fishmeal for the feeding of unweaned ruminants.
The new RD also develops provisions on cleaning and disinfection centres for vehicles authorised to benefit from the exemptions relating to transport, including new facilities for this purpose.
The new Royal Decree also repeals the currently applicable Royal Decree 578/2014, of 4 July, laying down provisions for the application in Spain of European Union regulations on the feeding of production animals with certain feeds of animal origin.
