500,000 Euros in Aid for Salmonella Vaccination in Castilla y León

The regional government of Castilla y León increases to 500,000 euros the aid package for vaccination against Salmonella in laying poultry operations in the Region

These subsidies aim to offset the costs of purchasing and administering the vaccines used to comply with the National Surveillance and Control Programme for this disease in certain serovars.

The Junta de Castilla y León has launched an aid scheme for vaccination against Salmonella in the laying poultry sector with an allocation of 500,000 euros, a figure representing an increase of 200,000 euros compared to the budget of the last published call for applications

These subsidies, integrated into the Strategic Subsidies Plan of the Regional Ministry of Agriculture, Livestock and Rural Development, are designed to offset the costs arising from the purchase and administration of the vaccines used to comply with the National Surveillance and Control Programme for this disease in certain serovars. 

The beneficiaries of the aid, which will be awarded on a competitive tendering basis and have a submission deadline of 15 April, will be directly poultry farmers who are holders of laying hen operations of the species Gallus gallus, or the Livestock Health Defence Groups (ADS) for poultry to which they belong.  

Eligible expenditure includes the purchase and administration of vaccines intended for future pullets reared either in Castilla y León operations or in another region, destined for egg-production operations located in this Region, as well as the purchase and administration of vaccines within the egg-production operation itself. The maximum limit ranges between 0.04 euros and 0.08 euros per dose, depending on whether the vaccines are monovalent or bivalent, and the expenditure must be incurred directly by the poultry farmer or through their ADS.


Who can apply?

Poultry farmers who are holders of laying hen operations of the species Gallus gallus, or the Livestock Health Defence Group (ADS) for poultry to which they belong.

What requirements must I meet?

The requirements to qualify as a beneficiary are as follows:

  1. Regarding livestock operations:
    1. The operations must be livestock operations located in Castilla y León, registered in the Livestock Section of the Register of Agricultural Holdings of Castilla y León, classified as egg-production operations.
    2. In accordance with Article 7, paragraph 9 of Order AYG/462/2015 of 28 May, implementing Decree 19/2015 of 5 March, which regulates the Register of Agricultural Holdings of Castilla y León, the operation applying for vaccination aid must have submitted the data relating to its flock census between 1 January and 28 February.
    3. The operations must comply with the National Control Programme for certain Salmonella Serovars in laying hens of the species Gallus gallus, particularly with regard to producer-initiated Salmonella detection programmes (hereinafter, self-monitoring controls) and the biosecurity measures implemented on the holding to prevent or reduce the introduction and spread of pathogenic agents.
  2. Regarding the holders of livestock operations:
    1. The holders of the operation must have SME status in accordance with Annex I of Commission Regulation (EU) No 2022/2472 of 14 December 2022.
    2. The holder of the laying operation must not have been sanctioned by a final Resolution in any penalty proceedings for non-compliance in the areas of animal health, identification or animal welfare within the last two years from the date of the resolution.
    3rd. Compliance with the obligation to have an equality plan, as set out in Article 45 of Organic Law 3/2007 of 22 March on equality between women and men.
  3. Regarding the ADS, they must be recognised by the Directorate-General for Agricultural and Livestock Production and registered in the national ADS register, and must comprise operations that in turn meet the requirements set out in point 2(a) of this article.

Beneficiaries must:

  1. Be up to date with their tax obligations, including those to the Region of Castilla y León, and with their Social Security obligations.
  2. Meet the conditions established in Article 1.1(a)(i) of Commission Regulation (EU) No 2022/2472 of 14 December 2022.
  3. Not be considered an undertaking in difficulty, in accordance with the definition set out in Article 2.59 of Commission Regulation (EU) No 2022/2472 of 14 December 2022, in relation to the provisions of Article 13(2)(b) of Law 38/2003 of 17 November, the General Grants Act, nor be subject to a recovery order within the meaning of Article 1.4(a) of the aforementioned Commission Regulation.

What is the aid for?:

1. Eligible expenditure shall include the purchase and administration of vaccines against zoonotic Salmonella administered to laying hens of the species Gallus gallus, both to pullets from rearing operations that have been transferred to egg-production operations located in Castilla y León, and to those vaccinated within the egg-production operation itself, whether through the ADS or directly by the holder or representative of the livestock operation, provided it is located in Castilla y León.

2. Where vaccines are administered at pullet-rearing operations, only vaccinations of pullets for which there is documentary evidence of transfer to the egg-production operation shall be considered eligible expenditure.

3. If the number of pullets transferred to the egg-production operation exceeds the maximum capacity of the operation for animal welfare purposes, the latter value shall be used as the number of vaccinated pullets for the calculation of the subsidy.

4. Only vaccines holding a marketing authorisation issued by the Spanish Agency for Medicines and Medical Devices (AEMPS) or by the European Commission shall be eligible for subsidy.

5. From the maximum amount of vaccine acquisition costs, amounts received under insurance schemes must be deducted.

6. Value Added Tax (VAT) shall only be considered eligible expenditure where it is not recoverable or reclaimable.

7. Expenditure shall be considered incurred when it has been paid prior to 31 December 2024.

Amount:

  • The amount to be received by each ADS shall be 100% of the eligible expenditure justified by the applicant for the year in question.
  • The amount to be received by each livestock operation holder not belonging to an ADS shall be 50% of the eligible expenditure justified for the year in question.
  • Purchase and administration of vaccines up to a maximum of:
  • i. 0.04 euros/vaccine dose/bird, for vaccines against S. Enteritidis or S. Typhimurium.
  • ii. 0.08 euros/vaccine dose/bird, for bivalent or monovalent vaccines effective against both S. Enteritidis and S. Typhimurium.
