Call for 2025 aid for the prevention and eradication of Salmonellosis in poultry farming in the Comunitat Valenciana
The Conselleria de Agricultura, Agua, Ganadería y Pesca of the Generalitat Valenciana has announced the call for the 2025 financial year for compensatory grants for the costs of prevention and eradication of salmonellosis in the poultry sector of the Comunitat Valenciana. These subsidies, governed by Order 17/2023 of 23 June, aim to ensure that poultry production is carried out under conditions that guarantee public health, preventing products obtained from affecting the health of the end consumer, and protecting the interests of both farmers and consumers. They also contribute to preventing the spread of specific livestock diseases.
The maximum total amount allocated for the 2025 call amounts to €850,000. This amount is distributed differently between two groups of eligible expenditure:
a) Group A. Self-monitoring and biosecurity measures, with an allocation of €425,000.
b) Group B. Purchase and administration of Salmonella vaccines, with an allocation of €425,000.
A transfer percentage between these expenditure groups is permitted, up to a maximum of 30% of the budgetary allocation assigned to each group.
Who can benefit?
The direct eligible recipients who may apply for this aid are producer associations or groups operating in the poultry sector of the Comunitat Valenciana. These entities must provide health monitoring services and preventive measures against salmonellosis of public health significance, as well as services related to the slaughter and disposal of affected animals to poultry farming holdings in the Comunitat Valenciana. It is important to note that the final beneficiary holdings of the subsidised services must have the status of agricultural SMEs and comply with the conditions set out in Order 17/2023. The aid is passed on to the holdings through the subsidised services provided by the association or group.
What costs are eligible for subsidy?
For veterinarians working with these associations or directly with holdings, it is essential to know which costs are eligible for subsidy:
- Self-monitoring for Salmonella prevention, including the materials required for testing and laboratory analyses (such as those carried out at the Centro de Calidad Avícola de la Comunidad Valenciana – CECAV).
- Biosecurity measures.
- Costs arising from the slaughter of animals testing positive for zoonotic Salmonella.
- Cleaning and disinfection products used after flock depopulation and prior to the introduction of the next flock.
- Purchase and administration of vaccines for the vaccination of future laying hens (mandatory under the national Salmonella control programme).
Maintaining adequate control of avian salmonellosis represents a considerable ongoing investment for farmers, which must be sustained over time to effectively prevent transmission to the human population. This aid falls within the framework of animal health surveillance, control and disease eradication programmes, and in particular the National Programmes for the control of Salmonella in various poultry categories (breeders, layers, Gallus gallus broilers, and turkeys).
What are the deadlines and what documents must be submitted to apply for this aid?
The application submission period is 15 working days from the day following the publication of the resolution extract in the Diari Oficial de la Generalitat Valenciana. Applications must be submitted electronically through the Generalitat’s e-government portal. The deadline for justification of investments for the 2025 call is 15 October 2025.
Various documentation is required, including accreditation of the applicant entity, a list of the poultry holdings included with their details (owner, REGA code, flock size), and a service plan report including a detailed economic assessment of the cost of the services that the associations will provide to holdings in accordance with their flock census. Applicant entities must submit declarations of responsibility certifying, among other things, that the final beneficiaries are agricultural SMEs and are not subject to exclusion criteria, and that the association or entity will not pass on to the holders of the livestock holdings the costs incurred by the services covered by the subsidy.
The appraisal and resolution process is the responsibility of the service with competence in animal health matters. The resolution, which will be published in the Diari Oficial de la Generalitat Valenciana, will include the list of beneficiaries, the subsidised operations and the amounts awarded. The maximum period for issuing and publishing the resolution is six months. The resolution exhausts the administrative appeal process.
Subsidy beneficiaries are subject to transparency obligations, particularly where certain aid thresholds are exceeded. They must give appropriate publicity to the public nature of the funding, including the Generalitat Valenciana logo. They are also required to supply the awarding body, upon request, with all information necessary to fulfil transparency obligations.
The administration of this aid involves the processing of personal data in compliance with applicable regulations (GDPR, LOPDGDD). The data controller is the holder of the under-secretariat of the conselleria with competence in agricultural matters, and the purpose is the management of the aid. Data subjects have rights of access, rectification, erasure, restriction or objection to the processing of their data. Where third-party data is provided, there is an obligation to inform those individuals about the processing and to obtain their authorisation where required.
